Guidelines for Grants to Design, Furnish, Equip, Renovate, Replace or Construct <br />Parks and Recreation Facilities, School Facilities and <br /> Soccer Fields and Athletic Fields <br /> <br />Overview <br /> <br />Under Minnesota Laws, $5 million was appropriated to local units of government to design, <br />furnish, equip, renovate, replace or construct park and recreation facilities, school facilities and <br />soccer fields and athletic facilities to provide youth, with preference for youth in grades four <br />through eight, with regular enrichment activities during nonschool hours, including after <br />school, evenings, weekends, and school vacation periods, and that will provide equal access <br />and programming for all children. <br /> <br />Of this $5 million amount: <br /> <br />50 percent of this appropriation ($2.5 million) may only be spent in accordance with the <br />recommendations of the Minnesota Amateur Sports Commission. <br /> <br /> Eligible Applicants <br /> <br />Eligible applicants are political subdivisions of the state (cities, counties or independent school <br />districts). <br /> <br />Eligible Expenses <br /> <br />Funds may be used to design, furnish, equip, renovatel replace or construct parks and <br />recreation facilities, school facilities and soccer fields and athletic fields. Operating expenses <br />are not eligible for funding. <br /> <br />Terms of Lease <br /> <br />The facilities must be owned by a political subdivision of the state. The political subdivision <br />may lease the facilities to private, nonprofit organizations to operate the program(s). <br />Independent statutory authority must exist before a public entity can enter into and execute a <br />Use Agreement (lease) and the lease must comply with this authorizing statute. The political <br />subdivision of the state must have ongoing involvement in the program. A private, nonprofit <br />agency must demonstrate proof of financial viability that satisfies the Commissioner of <br /> <br /> <br />
