For instance, if the development accommodates 12+ units an acre, they would <br />receive a 7.5% discount. If the development accommodates 20+ units an acre, they would <br />receive a 15% discount At these densities, the types of developments would likely be apartment <br />buildings, not townhouse developments. <br />Councilmember Dehen mentioned the language about assisted living using parks less — then <br />what about the street lights, roads, etc. <br />Ms. Miller stated that staff is proposing a change in the water and sewer connection. SAC does <br />allow a discount for higher density properties. <br />Discussion ensued about less impact on higher density — a discount for saving land. It was noted <br />that some communities charge assisted living facilities commercial versus residential for parks <br />because they are not really using them. <br />Councilmember Elvig stated he understood that rationale; however, there are other costs with <br />assisted living facilities. <br />Councilmember Look reviewed the comparables. He stated he is not opposed to reducing fees <br />that are directly related to developing. <br />Mayor Ramsey stated we look at these fees as part of our negotiating policy. What's wrong with <br />on a case -by -case basis like we do now. <br />Ms. Miller stated this will only impact multi units in the Town Center. <br />Councilmember McGlone talked about the Flaherty & Collins project and Minnesota being the <br />third highest State in fees. We already have a lot of parks and trails — a lot of amenities. <br />Councilmember Elvig stated that when you start talking about 12 to 20 units, he would agree <br />with creating an incentive. He added he likes that we are trying to get certain types of projects. <br />Ms. Miller stated there are two things then to deal with — reducing fees for higher density and <br />charging assisted living developments commercial fees versus residential. <br />Councilmember Elvig stated he does not like looking at Flaherty & Collins and reducing fees but <br />he does buy into assisted living and looking at incentives. <br />Councilmember Look stated he disagrees with higher fees. A lot of our parks are underutilized <br />right now. Developers dedicating property should be changed in our Code. IF we collect <br />anything, we should be collecting fees. He would like to see more people using the parks we <br />have. <br />Councilmember Dehen agreed that Ramsey does not need any more parks.
