Planning Manager Miller reported that the Park and Recreation Commission understand the <br />Council position is to use the parks we have versus creating more. <br />Councilmember Dehen stated he thought the fees are appropriate. If someone wants them <br />waived, they can come to the City Council and ask. We should not be waiving fees up front. <br />Councilmember McGlone commented that a lot of these fees were related to developing vacant <br />parks. If the Park and Recreation Commission have seen the light and we are not going to be <br />developing any more parks, he did not know if we should change anything. He would advocate <br />for lightening the load we already have. <br />Ms. Miller noted that until recently, the majority of development was single - family homes — we <br />only have three apartment buildings in the community. We have not had the apartment <br />development so when we are looking at how our fees are structured, we may need to take into <br />consideration the density calculations. Ms. Miller asked is this something the City Council needs <br />to see every single time or should we make it more consistent. <br />Finance Office Lund arrived - 7:20 p.m. <br />Councilmember Elvig stated that when he first got on board, he was against trails and parks — <br />especially tot parks. But then, if you are going to have this growth, make the growth pay for <br />something. It's nice for the people who are already here. He talked about The Draw Park and <br />the money it took and where it carne from. This might be expensive but we have a lot of <br />amenities. <br />Development Manager Lazan stated he would like to make a couple of quick points. He wanted <br />to relieve the pressure on the Flaherty & Collins deal — this number has already been decided <br />upon. Flaherty & Collins is 3.6 acres and they will pay roughly the same as Brookfield and <br />Sweet Bay Ridge fully built out. You may need to look at making adjustments. <br />Councilmember Wise stated that's the cost of doing business in Ramsey — if you have to go to an <br />additional meeting to have the attorney negotiate with City staff — that costs money. He thinks a <br />linear fee schedule is in order. <br />Councilmember McGlone stated this is the highest density project the City will ever see. He <br />added we will want better parks that are connected. <br />Consensus was that the park dedication and trail fee should be reduced on volume projects and <br />that Council still wants to try to connect parks with trails. <br />ADJOURNMENT <br />Motion by Councilmember Look and seconded by Councilmember Wise to adjourn the meeting. <br />Motion carried. <br />City Council Work Session / August 31, 2010 <br />Page 6 of 7 <br />
