4.05. RALF Property Discussion — 6021 Highway #10 NW (ICO Property) and 7751 <br />Highway #10 NW (Bialon Property) <br />Planning Manager Miller stated that Jodie Ruehle is at the meeting this evening to present <br />updated information regarding the status of the acquisitions /negotiations on the properties <br />located at 6021 Highway #10 NW (ICO Property) and 7751 Highway #10 NW (Bialon <br />Property). <br />Jodi Ruehle, The Tinklenberg Group, stated that we completed the work on our end and ICO <br />wanted to review that. That took two months MnDOT would like to have a conference call to <br />discuss the process — so we are finally making progress. <br />City Attorney Goodrich stated that portions of this discussion were advertised as closed to the <br />public and that Council should go into closed session at this time. <br />Motion by Councilmember Jeffrey and seconded by Councilmember Wise to close the open <br />portion of the meeting. <br />Motion carried. All voted in favor. <br />The meeting closed to the public at 7:42 p.m. <br />The meeting was opened back up to the public at 8:03 p.m. <br />4.02. Adopt Resolution Approving Proposed 2011 EDA Levy <br />Finance Officer Lund presented a background of the creation of the EDA. She explained levy <br />limits and compared 2010 to 2011. She presented slides on all the levies to be adopted this <br />evening. She stated the levy is based on the City's taxable market value and for payable 2011, <br />the City would be allowed to levy $361,178. The majority of the levy would be for personnel <br />services and to purchase properties that are targeted for. development/redevelopment. The EDA <br />levy is not limited to housing and/or redevelopment, but can be spent on such items as vacant <br />land, monument signs and other economic development related activities. The EDA authorized a <br />levy of $291,705. This represents the same amount that was levied for 2009 and 2010 payable. <br />Year 2011 will once again be a levy limit year, and the EDA is included in levy limits. The <br />proposed levy would place a $29.28 tax on a residential home valued at $200,000. <br />Motion by Councilmember Jeffrey and seconded by Councilmember Dehen to adopt Resolution <br />#10 -09 -195 approving the recommendation of the EDA and approving the proposed EDA levy <br />for payable 2011 in the amount of $291,705. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Dehen, Elvig, Look, <br />McGlone and Wise. Voting No: None. <br />Special City Council — September 7, 2010 <br />Page 4 of 6 <br />
