The TC -1 <br />district regulations require two to five story buildings; the proposed building is two stories. <br />Councilmember Elvig stated that originally we had three parking ramps built. He asked what <br />guarantees do we have that someone will be building parking ramps here — and are these <br />properties paying in to help pay down some of the costs of the ramp we will be putting in. <br />Ms. Miller replied no — they are outside that circle. <br />Councilmember Elvig stated they will build a building but what's to say they will build a ramp. <br />Ms. Miller stated they have to meet parking requirements. <br />Councilmember Look stated that building plans were laid out and it did not include a parking <br />ramp. <br />Director of Public Works Olson stated that it does meet that ratio but you have to exclude the <br />area that will be used for parking and eventually a parking structure. <br />Mayor Ramsey stated that the only way a ramp will be built is if he builds another ramp It does <br />meet the requirements but it will be encumbered with easements. Mayor Ramsey asked what <br />incentive Mr. Deal has to build another building if he is encumbered with having to build a ramp <br />Parking options were discussed with Mr. Deal. <br />Mayor Ramsey expressed concern about the cost prohibitive parking ramps. It may not be an <br />incentive for him to build another building because of having to build a ramp. <br />Mr. Olson stated that financing would require you to have a certain number of parking stalls. <br />The proposal today is that if he wants to sell this property to someone else, the rights would be <br />there so the next person coming in can pay that cross parking. <br />Deputy City Administrator Nelson stated this is to control the densities. We have no way to <br />force density if we let that go — referring to the parking. <br />Mr. Olson stated this meets the density and the parking requirements. <br />Mayor Ramsey reiterated he was just concerned about it being cost prohibitive. <br />Ms. Nelson stated that's something that as we get a few years down the road if we do not see that <br />level of density happen, the standards can be relooked at at that time. <br />Motion by Mayor Ramsey and seconded by Councilmember Wise to approve the preliminary <br />site plan contingent upon compliance with the City Staff Review Letter dated September 9, 2010, <br />City Council Special Session / October 5, 2010 <br />Page 2 of 3 <br />
