Councilmember Wise thanked the Team. <br />Mr. Anderson stated we do want to continue conversations about the future. Members of the <br />Development Team complimented the work staff has done. <br />Councilmember Wise asked about the demographics to which the response was that the students <br />are primarily from Andover — however, Elk River parents have expressed interest in this school. <br />Mr. Olson stated that the Comprehensive Plan shows a trail through here — the concern is <br />security for the play area on the northeast side of the building. It shows a trail in the wetland — it <br />would have to be a boardwalk. <br />Councilmember Elvig stated the whole concept of The COR is walkability — somehow we have <br />to get walkable connectivity. <br />Ms. Miller added there will also be a trail along Bunker Lake Boulevard and pointed out where <br />the connectivity would be. <br />Mayor Ramsey stated that he agrees you cannot have a trail alongside where kids are playing. <br />Councilmember McGlone suggested connecting the road and putting a trail all along the road by <br />the school property to which Mr. Olson replied that is part of the plan. <br />Mayor Ramsey stated we do need to be able to connect that continuous green space. Maybe we <br />figure out how to move the trail as far away as we can but to close the trail during school hours. <br />Ms. Miller advised against closing the trail. <br />Mr. Olson stated that it could be put in the middle of the wetland but there is extra cost. <br />Parks Supervisor Riverblood quoted some costs of boardwalk versus bituminous. He also <br />touched on park dedication fees. <br />Councilmember Look stated he is not really in favor of boardwalks due to maintenance issues. <br />On the north side of the wetland complex — that's dry ground — then coming down and going to <br />the east. So there is a possibility if you go the northerly direction, we would have to acquire <br />some property. <br />Mayor Ramsey stated that would be impacting their property too. <br />Councilmember Elvig asked if the real issue is the security to which the response was yes. <br />It was noted that the issue of connectivity could be "hashed out" over the next couple of weeks <br />before it all comes to the City Council meeting. <br />City Council Work Session / October 26, 2010 <br />Page 5 of 10 <br />
