it is coming to the City Council on October 26. If there are specific issues the Council wants to <br />bring up sooner than later, that's what this discussion is for. <br />Mayor Ramsey asked what the ramifications are of a cul -de -sac or Puma. Mr. Olson replied <br />cost. Councilmember McGlone asked how many feet to which Ms. Miller replied about 150 <br />feet. <br />Discussion ensued relating to the cost factor — cost of utilities, where lines would go, what it <br />would take to get to Phase I, etc. <br />Mayor Ramsey stated he is concerned about emergencies; maybe stop the utilities at the cul -de- <br />sac or the road and the utilities could go on the other side. <br />Councilmember Wise stated we are in the middle of writing comments on our Transportation <br />Plan and asked doesn't this affect that Plan to which Mr. Olson replied yes, it does. <br />Mr. Anderson stated they are working with staff on development changes. There are a few <br />elements of this that create opportunities for discussion — specifically on park dedication and <br />storm water fees. We would like to talk about applying per acre size and look at this with as <br />much green space as this project has. We will continue to talk with City staff about that. <br />Mr. Olson stated that in our ordinance is the ability to shrink the size of acreage of lots based on <br />that. <br />Mr. Anderson talked about how we could be creative. These fees are a burden up front but <br />because we are creating an asset here, we would like to talk about that. There is nothing yet in <br />terms of a proposal but he hopes to find some needs the City might be interested in. He noted <br />October 14 is a Park Board meeting and he hoped to be able to offset some of these fees by <br />bringing in a benefit. <br />Assistant Engineer Himmer stated there is a public open house regarding the Academy tonight at <br />6:30 p.m. <br />Councilmember Elvig stated that he would like to see what the whole picture is and see what <br />areas of issues we both have. It's a big project. He talked about PACT and how they asked for a <br />lot of things but the traffic to the Town Center really makes a difference. He stated he is <br />delighted about this — he is not opposed at all but it does take a lot of land off the tax rolls. There <br />is a benefit — a lot of amenities - but we have to be careful as we move forward. We have to <br />work carefully with The COR concept. He wants to make sure this fits in nicely. He would like <br />to see what the needs and ideas are for the Academy and work on them as a group. <br />Councilmember Wise asked about future commercial and residential — is it your intention to be a <br />part of the property that's tax exempt. <br />The response was no. <br />City Council Work Session / October 26, 2010 <br />Page 4 of 10 <br />
