Mr. Olson stated that staff has talked with the Development Team and we will only build one <br />lane in one direction today but if in the future, development proves a need to make a connection <br />to Alpine Drive, then the second section of lanes. <br />Councilmember Wise asked whom pays to which Mr. Olson replied it depends on who is <br />developing. Councilmember Elvig asked if there is enough easement to which Mr. Olson replied <br />yes. <br />Councilmember McGlone stated you will have every bit of traffic coming out at the light — the <br />PACT has a lot of ways in and out — that's just too much for one signal. <br />Mayor Ramsey asked if there were traffic counts from the Meadow Creek School to which Ms. <br />Miller replied 741 in in the a.m. and 474 out in the a.m. In the afternoon - peak is 365 in and 505 <br />out. <br />Mr. Olson added this is on the heels of Pulte — Somerset — 606 residential units would have <br />generated way more traffic It's important for us to know what other uses are. In our traffic <br />generation analysis, we need to know the whole plan so we only have to build the intersection <br />once. <br />Councilmember Wise stated that this traffic would be concentrated two times a day — a <br />residential development would be spread out more over the time period. He asked how soon the <br />next phase would happen. <br />A representative of the Development Team stated that the school needs to be moved very soon <br />because of an expansion of the church the school is in right now. This is a perfect site. It will <br />also bring a lot of traffic to Ramsey's COR area. It may help with development of both <br />residential and commercial. Another representative of the team stated that with regard to the <br />concentrated traffic times, there are also functions at night so some of the students would stay; <br />therefore, that would make traffic more spread out as well. <br />Mayor Ramsey stated that everyone on the City Council likes this concept — it has everyone's <br />support — but we just have to be careful we don't stub our toe — we don't want to undersize the <br />infrastructure. <br />Mr. Olson assured Mayor Ramsey staff would not let that happen. <br />Mr. Dave Anderson stated we do want to coordinate that schedule with that intersection. <br />Mr. Olson stated it will be before the City Council next Tuesday to award a feasibility study and <br />then to determine the scope of changes. We are still talking about an April/May, 2011 start. <br />Discussion ensued relating to what is needed to work on infrastructure. Ms. Miller stated this is <br />going to the Planning Commission this Thursday for site plan and preliminary plat approval and <br />City Council Work Session / October 26, 2010 <br />Page 3 of 10 <br />
