roads, trails, and water and sewer services. She pointed out that staff has had several meetings <br />with the applicant regarding the extension of utilities, various City development fees and <br />possible joint use agreements regarding their facilities. The applicant wanted to meet with the <br />Council at a work session to make a presentation and have discussion regarding this project. Ms. <br />Miller introduced the Development Team — Dave Anderson, Mike Hegman, Dean Daniger, Mike <br />Altimari, and Grady Kinghorn. <br />Different members of the team spoke about working intently with staff on the project — 186 total <br />acres. Sites have been evaluated and a feasibility study needs to be in place. They talked about <br />the number of students — 1,200 to 1,500 students in preschool and kindergarten through twelve <br />(K- 12). This school has been operating formerly as Meadow Creek since 1976. This project is <br />to take this development and expansions to a new level. There will be a center for gatherings <br />and it could serve multiple purposes. The plan is intended to service the full needs of K -12 — a <br />full education campus. At full build -out, it would have the potential of holding a number of <br />regional events and gatherings. The Phase I building would be a shell for the school for 700 to <br />900 students — right now there is about 600 students. The shell would be built specifically to <br />accommodate growth. The field house would be one of the first components. The ice arena, <br />aquatic center, etc. would be longer term. Phasing would evolve as demand evolves. It was <br />stated they are seeking full master plan approval right now, so they can proceed when the need <br />arises. They talked about the road and sewer — utility extensions — trying to make this <br />economically feasible and physically feasible. <br />During the discussion of the roads, Councilmember McGlone commented that a cul -de -sac is bad <br />— why not continue to Puma and connect that dot now. <br />Director of Public Works Olson stated that unless we are willing to pave Puma, you would not <br />want to encourage people coming from that direction. <br />Planning Manager Miller stated we do not know what development will happen for commercial <br />and residential so we do not know what type of road Puma needs to be. <br />Discussion ensued relating to extending the cul -de -sac to Puma and having Puma barricaded. <br />Mr. Olson stated that Puma serves one property only. It might be in our best interest — it's a long <br />cul -de -sac but it will only serve the school and this one residence. <br />Councilmember Elvig stated he is surprised staff is supporting this cul -de -sac. At a big event, <br />you could have 5,000 people and only one access — that's a safety hazard. <br />Mr. Anderson stated that this is Phase I planning. It's 700 to 900 students right now — when the <br />campus grows — at that point in time — it might be the time to expand that. <br />Councilmember Elvig commented that this is a lot more private transporting of students so there <br />is a lot of traffic. <br />Mayor Ramsey suggested to go to Puma, shut it off up north, give residents access on the new <br />road, and not have so much maintenance — that makes sense. <br />City Council Work Session / October 26, 2010 <br />Page 2 of 10 <br />
