Mr. Ulrich stated the other issue they bring up for a stop at Ramsey is that it makes the line less <br />effective — it adds two minutes to the run time. <br />Councilmember Elvig stated that the NCDA went for Federal funding, FTA felt that was going <br />beyond. Big Lake was not effective. They backed off that and we backed off on our request for <br />a station in Ramsey. Ramsey was pressured to back off — so we did that and everyone said they <br />would support us. Then — the partners to the north backed off completely — walked out of the <br />NCDA. We started going back immediately and then along come Stearns and Sherburne and <br />they begin garnering the fight for Phase II and only two people voted against it. <br />Mayor Ramsey talked about forcing another vote of the NCDA. <br />Mr. Ulrich stated if we get it we would go back to the NCDA and to the ACRRA to get their <br />support. There is a CTIB meeting coming up on October 29 and Ramsey should be present there <br />in force. We need to nail down financing. The second question will be about the Ramsey bus — <br />can the current bus service the NorthStar line. We should not do that unless we have a firm <br />commitment — unless there is a rail station. <br />Councilmember Elvig stated we probably need to get all of our partners and all members to the <br />south and say we supported this wholeheartedly and we could say we will not support this <br />anymore. Then we go to the NCDA and try and stack the deck. <br />Mr. Ulrich stated we would have the Veterans support too. <br />Discussion ensued about having as many people as possible make the meeting — Councilmember <br />McGlone mentioned finding anything written on paper about the station, as the faintest ink is <br />better than the best memory. Councilmember Elvig agreed and mentioned resolutions of support <br />from other City Councils, etc. <br />3) Discuss City Manager /City Administrator Ballot Question <br />City Administrator Ulrich stated that as Council is aware, there is a question on November's <br />ballot relating to the City's form of government. Staff is seeking feedback on whether Council <br />feels this explanation is sufficient or if there are suggestions for further information and other <br />venues. He noted information can be published in the Ramsey Resident as well as placed in with <br />the utility bills. <br />Mayor Ramsey stated he has had questions from the public about clarification of the difference <br />between Manager and Administrator. <br />Councilmember Jeffrey felt that people are confused. <br />Councilmember Dehen asked if it is strictly a majority to amend the Charter — the response was <br />yes. <br />City Council Work Session / October 26, 2010 <br />Page 7 of 10 <br />
