I <br />,I <br /> <br />Case #3: Request for Site Plan Review; Boilermakers #647 <br /> <br />Community Development Assistant Wald stated that the City of Ramsey has received a <br />request for site plan review from Boilermakers #647. The plan proposes to construct a <br />training center addition onto an e,,dsting building. The site is located at 9459 Highway 10 <br />NW. Boilermakers are proposing a 2,016 square foot addition onto an e,,dsting building <br />in the B-1 Business District. The proposed addition and ex/sting building complies with <br />the 35% building coverage restriction. Due to some replatting in 1997 staffs <br />interpretation of the side and rear yards has changed. The result of this is that the <br />applicant should obtain a variance to the rear yard setback. The e,'cterior of the finish on <br />the building is proposed to consist of a combination of brick, pained concrete block, <br />rock/ace concrete block, and cedar siding with asphalt shingles. The use of the cedar <br />siding in the proposed addition would be consistent with the existing building, but it does <br />deviate from City code and requires Council approval. Staff was originally <br />recommending use of integrally color treated concrete block versus painted block but <br />they have determined that the painted block is acceptable. Thirty parking spaces are <br />provided, which is slightly deficient of the th/rty-four spaces required by City Code, but <br />adequate for the use of the building. Ail proposed parking and drive areas will be paved. <br />No curb and gutter are proposed. City code requires B-612 concrete curb to be installed <br />around the perimeter of the newly paved area. Staff recommended that the remainder of <br />the current paved area also have B-612 curbing installed to be in compliance with City <br />code. The new addition will create approximately 3,600 square feet of additional paving <br />between the building addition and new driveway. The drainage from the new building <br />will be the in the fi'ont and rear of the addition and be absorbed in tufted and wooded <br />areas. The driveway will drain northwardly to be the wooded area and southeasterly to <br />the existing parking lot. It was also recommended that a Curb be placed along the <br />northeasterly edge of the driveway to prevent erosion and drainage onto the adjacent <br />parcel which is located only five feet from the edge of the driveway. The plan has been <br />reviewed and determined to have a REU of 3.07 for purposes of the storm water utility. <br />The Parks/Utilities Supervisor reviewed the landscaping plan. and has requested that some <br />additional foundation landscaping and variation in tree species from the salvaged trees. <br />The Planning Commission reviewed the Boilermakers site plan at their regular meeting <br />on July 10, 2000. The applicants noted the difficulties associated with installing curbing <br />around e,,dsfing pavement. They also noted that the new pavement area may be expanded <br />in the near future and the curbing would have to be removed to facilitate that. The Board <br />of Adjustment met on August 2, 2000 and ~anted a 5-foot variance to the rear yard <br />setback. The Planning Commission recommended approval of the site plan with curbing <br />on the north side of the parking area, waiving the curbing along the e,,dsting parking area, <br />until the ne,ct overlay, and e,'cterior building finish as proposed. <br /> <br />Councilmember Anderson stated that she was concerned that an overlay may not be <br />completed for 20 some years. <br /> <br />-213- <br /> <br /> <br />
