Commissioner Dempsey stated that it is difficult to vote against the <br />rezoning because of the Comprehensive Plan indicating the property as R-1 Urban iKesidential, <br />but noted that the development will probably be close to the ¢omprornise plan that was presented <br />to the developer by the residents because of' the City Charter Amendment. Chairperson <br />Anderson stated that he questions the action that was taken that included this particular land into <br />the MUSA, but the only other choice would be to vote to remove the land fi.om the MUSA, but <br />he does not intend to pursue that and for that reason, he 'will vote in favor of the rezoning. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners 3ohnson, Nix~ Dempsey, <br />Kociscak, and F,.eeve. Voting No: None. Absent: Commissioner Wivoda. <br /> <br />Case #5: <br /> <br />Proposed Ordinance to Establish Density Standards for a new Resident'iai <br />Development Adjacent to Existing Single Family Development <br /> <br />Chairperson Anderson closed the regular pOrtion of the Planning Cormnission meeting at 8:40 <br />p.m. in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairperson Anderson called the public hearing to order at 8:40 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that various parcels of land were determined to <br />be land use sensitive and were placed in moratoriums while the City worked on the new <br />Comprehensive Plan. In addition, the Zoning and Subdivision Chapter of City Code has not <br />been updated to implement the Comprehensive Plan being proposed. A very important aspect of <br />the draft Comprehensive Plan is that language which would establish density standards for new <br />development abutting existing development. Il: will take many months to update the Zoning and <br />Subdivision Chapter and in the interim, the moratorium is expiring on various parcels. The draft <br />ordinance proposes that the density on the common border be~,een new and existing <br />development be equal or less than the existing density, but the minimum lot size will not be <br />greater than one acre. The remainder of the newly developing property within 1,000 feet of the <br />common border with existing development shall be restricted to a density of two units per acre. <br />New development will also be subject to a traffic generation analysis.
