Motion carried. Voting Yes: Chairperson McGlone, Commissioners Elvig and Backous. <br />Voting No: None. Absent: None. <br />Case #5.4 Consider Engineering Services Request for Proposals <br />City Engineer Himmer reviewed the staff report. <br />Councilmember Elvig commented this proposal makes sense, noting Staff has relationships with <br />people that have a history in the City. He asked that the same protocol is followed no matter <br />what the project is. <br />City Engineer Himmer agreed and stated he could email the consultants in this "pool" for their <br />schedule and cost, and basically it would come down to the cost as the deciding factor. The <br />background would have already been reviewed. <br />Councilmember Tossey questioned what would this "pool" consist of. <br />City Engineer Himmer answered the biggest use would be for drafting. Though the City has two <br />drafters, one has multiple responsibilities and it is difficult for Staff to complete some of the <br />larger projects. The "pool" could be used for feasibility studies, general municipal engineering, <br />land surveying and structural ability. <br />Public Works Director Olson explained the large projects, such as the parking ramp, would be an <br />RFP as that is specialized help. <br />Chairperson McGlone inquired how the City's contract with Landform fits in. <br />City Administrator Ulrich stated it relates to the fact that there is language in Landform's <br />contract that the City will use them, if possible. Landform would have the first right of refusal. <br />City Engineer Himmer noted Landform is not precluded from anything and if it is a development <br />issue, Staff would lean toward Landform for the work. <br />Chairperson McGlone raised the issue of the City owning its own information, and it needs to be <br />in a format Staff can open and use. <br />Motion by Commissioner Elvig, seconded by Commissioner Backous, to recommend that the <br />City Council authorize staff to distribute an RFP for engineering services in an effort to build a <br />specialized pool of three to five consultants for a term of three years to utilize, as necessary, for <br />overflow work. <br />Further discussion: There was discussion on the types of work that would be requested from the <br />consultants. <br />Public Works Committee / February 15, 2011 <br />Page 4 of 7 <br />
