Chairperson McGlone requested a friendly amendment to include language stating the <br />information would be owned by the City and presented in a format the City can use and <br />manipulate. Commissioners Elvig and Backous accepted this friendly amendment. <br />Motion carried. Voting Yes: Chairperson McGlone, Commissioners Elvig and Backous. <br />Voting No: None. Absent: None. <br />Case #5.5 Consider Roadway Modifications at TH10 & Feldspar Street NW <br />City Engineer Himmer reviewed the staff report. <br />Chairperson McGlone requested accident data. <br />City Engineer Himmer stated there have been 20 accidents at this intersection since 2000. There <br />were 8 accidents in 2008 and the average number of accidents per year going back to 2005 is 4. <br />He also noted the list of citations issued. <br />Chairperson McGlone suggested this data doesn't meet any kind of warrant. <br />City Engineer Himmer noted it is a confusing turn for motorists. If drivers can use turn lanes, a <br />lot of the issues will be eliminated. <br />Chairperson McGlone noted there are roads in the City with worse data. This is the State's issue <br />and the complaints should be forwarded to the State. <br />City Engineer Himmer explained the issues have been forwarded to the State, which is where <br />this proposal came from, to complete the improvement in 2015. <br />Councilmember Elvig suggested the schedule be moved up, though he would prefer the money <br />not be spent. He said he thought MnDOT wanted to close these types of medians. <br />Councilmember Elvig stated he does not want access to Highway 10 until this intersection is <br />repaired and doesn't want to wait a long time. He would like to see improvements for safety and <br />noted this is a better offer than what was proposed. <br />Chairperson McGlone stated he is satisfied to wait for MnDOT's schedule, noting it is the State's <br />road and they should spend the money on it. <br />Councilmember Tossey indicated there could be an opportunity to advance the project, and if <br />that is the case, the City should take advantage of it. <br />Public Works Director Olson stated he will ask the State to do the improvements faster, noting <br />that the City will not put money into it. <br />Motion by Chairperson McGlone, seconded by Commissioner Elvig, to recommend that the City <br />Council request that MnDOT advance the project sooner with State funding and no City funding. <br />Public Works Committee / February 15, 2011 <br />Page 5 of 7 <br />
