WHEREAS, in 2009, Anoka County and the City of Ramsey entered into a Joint <br />Powers Agreement to proceed with Preliminary Design and Environmental Documentation for <br />the TH 10 and Armstrong Boulevard Interchange that will be completed in first quarter 2012; <br />and <br />WHEREAS, the construction of an interchange at the intersection of TH10 and <br />Armstrong provides for public safety benefits that include a separated grade crossing over the <br />BNSF Rail Line and safe access to TH10 for police and fire services whose facilities are located <br />north of TH 10 and the BNSF Rail Line; and <br />WHEREAS, the City of Ramsey currently operates a transit station at its Municipal <br />Parking Facility, located just east of the intersection of Armstrong Boulevard and TH 10,with the <br />daily express commuter bus service to the 5street garage in Minneapolis; and <br />WHEREAS, the City of Ramsey has received Metropolitan Council approval for the <br />addition of the Ramsey Station on the Northstar Commuter Rail and is aggressively pursuing <br />funding commitments for the construction of the Ramsey Station with a projected construction in <br />the summer of 2011; and <br />WHEREAS, the City of Ramsey and Anoka County have established the Armstrong <br />Interchange as the top priority for interchange improvements on TH10 in Ramsey due to the <br />ability to construct an interchange in advance of the reconstruction and realignment of TH10and <br />improve public safety and traffic flow on TH10; and <br />WHEREAS, the City of Ramsey received special legislation in the 2010 session to <br />establish a new Tax Increment Financing District to assist the City in local match funding for <br />transportation improvements that serve the new district. <br />NOW, THEREFORE, BE ITRESOLVEDBY THE CITYCOUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA as follows: <br />1) That the City Council hereby authorizes the Safety and Mobility Interchange Program <br />Grant Application for the TH10 /Armstrong Boulevard interchange project. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Look and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />Councilmember Elvig <br />Councilmember Look <br />Councilmember Dehen <br />Councilmember McGlone <br />Councilmember Wise <br />Resolution #10 -11 -258 <br />Page 2 of 3 <br />
