Councilmember Jeffrey moved for the adoption of the following resolution: -Or upon recording- Lot 1, Block 1, Cross of Hope Addition RESOLUTION #11 -01 -032 A RESOLUTION ADOPTING FINDINGS OF FACT #0883 RELATING TO A REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A RELIGIOUS INSTITUTION IN AN R -1 RESIDENTIAL ZONING DISTRICT WHEREAS, Cross of Hope Lutheran Church, hereinafter referred to as "Applicant ", has properly applied for a Conditional Use Permit to operate a church facility on the property generally known as 5730 179 Lane NW, legally described as: The west 10 acres of the east 20 acres of Lot 1 Auditors Subdivision No. 27, except part platted as Garden of Hope, also except road, subject to easement of record, Anoka County, Minnesota -and - The east 10 acres of Lot 1 Auditors Subdivision No. 27, subject to easement of record, Anoka County, Minnesota (the "Subject Property "). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 117 -51 (Conditional Use Permits) of the Ramsey City Code on November 4, 2010, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 2. That the Subject Property is currently located in the R -1 Residential (Rural Developing) zoning district. 3. That the surrounding parcels are also zoned R -1 Residential (Rural Developing). 4. That the Subject Property approximately 14.6 acres in size. 5. That a minor plat and site plan are being processed concurrently with the conditional use permit. 6. That, given the business nature of churches (size, traffic, structure and parking needs), the B -1 Business zoning district development standards and fees, which are a better representation of this type of use, will be utilized in reviewing this application.
