This proposal includes the services of
BW'BR Architects and Ballard*King and Associates.

As a point of clarification, BWBR will be responsible for overall coordination and
project management services to be provided for this study. BWBR will also have primary
responsibility in the areas of programming and preliminary cost estimates. Ballard*King
and Associates will have pr/mary responsibihty, working through BWBR, for citizen
participation in the form of surveys and focus ~oups and operations analysis. The survey
would be performed by Leisure Vision, a national survey company special/zing in ·
recreation related citizen surveys.

Having completed the first phase of the feasibility study, the market analysis confa'rns
that a Co-Cities Community Center is financially feasible. Many additional questions
need to be raised and answered, such as "Will the citizens support it? Where should it be
constructed'?. How is the partnership structured?" Through the process we have outlined
below, we feel that these and other questions can be answered which will give your two
cities and school district the information necessary to move forward with the planning of
a Co-Cities Community Center.

-227-
