I <br /> <br /> I <br /> i <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />I <br /> <br />I <br />I <br /> <br />4 <br /> <br />PROPOSED ORDINANCE #00- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS THE zoNING AND <br />SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY,. <br />MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 9.20 "ZONING DISTRICTS" OF cHAPTER <br />9 OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AMENDMENT. <br /> <br />Subsection 9.20 (Zoning Districts) shall be amended to include the following language: <br /> <br />9.20.05 Residential Development Transitioning <br /> <br /> Subd. 1. Purpose. The purpose of this section is to require a residential development <br />transition plan in order to promote an orderly transition between developments which are located <br />in or adjacent to the Metropolitan Urban Service Area (MUSA). The historical platting of lands <br />for urban and rural residential development has created character elements that are difficult to <br />intermingle when the land use densities vary. This section provides techniques for reasonable <br />methods to mitigate lot size and density impacts. <br /> <br /> Subd. 2 Transitioning. Transitioning is defined for the purposes of this section as the <br />change between one development and another. <br /> <br /> a. Transitioning Required. ("Transitioning") Shall be required when the following <br /> circumstances exist: <br /> <br /> 1. A residential development proposal for land within the MUSA that results in <br /> increased density from adjacent land with an existing residential use. <br /> <br /> 2. A residential development proposal for land within the MUSA that results in <br /> increased density from adjacent land outside the MUSA with an existing <br /> residential use. <br /> <br />b. Transitioning Not Required. Transitioning shall not be required for the following <br /> property types: <br /> <br />1. Undeveloped property that was in a zoning district that permitted densities greater <br /> than single family zoning as of October 22, 1997. <br /> <br />November 7, 2000 Revision <br /> <br />-267- <br /> <br /> <br />
