-268- <br /> <br />Undeveloped property that is in a zoning district that permits commercial or <br />industrial uses and which undeveloped property is subsequently rezoned to any <br />residential zone, provided, however, that any residential use must comply with the <br />most restrictive setback and screening requirements of either the existing or <br />proposed zoning district. <br /> <br />Subd. 3. Tiering Requirement <br /> <br />a. General Requirement, Transitioning under this section is achieved through <br /> "tiering" of lot sizes in a proposed residential development as described in Subd. 2. If <br /> the City determines that tiering is not achievable because 1) of the proposed housing <br /> types, or 2) the site dimensions will not allow for reasonable tiering, then landscape <br /> buffering, described below shall be used to accomplish Transitioning. Residential <br /> developments that are required to provide Transitioning may not achieve the <br /> maximum allowable density as otherwise permitted in the applicable zoning district. <br /> <br />b. Lot Size Tiering. Lot size tiering is a transition technique used to buffer proposed <br /> residential developments from adjacent residential uses. Tiering means a row or <br /> group of lots. The first tier commences at the perimeter, of the subject property and <br /> the second tier commences at the exterior boundary of the first tier. Upon satisfaction <br /> of the first and second tiering requirements, the minimum lot size for the applicable <br /> zoning district shall, be permitted for the remainder of the subject property. <br /> <br />Density Transition Tiers Corresponding Lot Size <br />First Tier <br /> <br />Second Tier <br /> <br />Lot size is to match the adjacent lots <br />but in no case shall a lot be required <br />to exceed 1 acre in size <br />50% of 1si Tier lot size <br /> <br />Alternatives To Tiering. Either of the two alternatives described below may be used <br />as-an alternative to lot size tiering when lot size tiering has been determined <br />unfeasible by the City. The City may permit any one of the natural features described <br />below to be used to buffer existing single family residential development from <br />proposed residential development with higher densities when tot size tiering is not <br />feasible. <br /> <br />1.
