-272- determination that complies with the following: a) the new development Iargely funnels traffic to a collector or arterial roadway system; b) traffic impact on adjacent existing neighborhoods is limited to no more than that which would have been realized if the new development was at the same density level as the existing neighborhood; c) the new development largely deflects traffic away from existing developed neighborhoods. In the event the City's traffic impact determination establishes that the proposed development of the Subject Property will. significantly increase the existing traffic flow through existing platted developments which is destined for the collector or arterial roadway system, the City of Ramsey shall limit the platted density to the degree that a reasonable traffic flow can be achieved or no more than the density of the adjacent existing property. Subsection 9.02 (Definitions) shall be amended to include the following definitions: Development Proposal - An application received by the City for a subdivision of land, site plan approval or building permit. Transition(lng), Residential Development - the changeover or shift in density between existing residential development and proposed residential development. SECTION 2. SUMMARY The following is the official summary of Ordinance #00-__, which has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the ordinance: Establishing performance 'standards to provide for an orderly transition between developments of differing densities. SECTION 3. EFFECTIVE DATE The effective date of this Ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
