Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #00-11- <br /> (PC FOF 00-019) <br /> <br />A RESOLUTION ADOPTING FINDING OF FACT # RELATING TO A REQUEST <br />FROM CATHLEEN ARTMAN FOR A CONDITIONAL USE PERMIT TO OPERATE A. <br />MASSAGE THERAPY HOME OCCUPATION LOCATED AT ~465~ NEON STREET <br />NW. <br /> <br /> WHEREAS, the City of Ramsey'received an application from Cathleen Artman for a <br />conditional use permit to operate a massage therapy with/n the dwelling on: the property <br />generally known as 14651 Neon Street and legally described as follows: <br /> <br />Lot 10, Block 5, Chestnut Ridge 2"a, Anoka County, Minnesota <br /> <br />(the "Subj ect Property") <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF TIq'E CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That on October 11, 2000, Cathleen Art. man, hereinafter referred to as the "Applicant", <br />properly applied for a conditional use permit for a home occupation to: establish and <br />operate a massage therapy service in her home. <br /> <br />That the Applicant appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to Section 9.03.04 of the City Code on November 6, 2000, and that said <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated as a part of these findings, by reference. <br /> <br />3. That the Subject Property is zoned R-1 Urban Residential. <br /> <br />4. That the Subject Property is approximately .3 acres in size. <br /> <br />5. That a massage therapy is not a permitted use in the R-1 Urban Residential District. <br /> <br />o <br /> <br />That the Applicant has provided documentation to support that the home occupation will <br />be conducted within the private dwelling on the property, that the area set aside for the <br />home occupation does not exceed 20% of the total floor area of the private dwelling, and <br />the operation will not include any employment of persons not residing in the private <br />dwelling in the performance of the home occupation: <br /> <br />7.
