Two fire fighter information sessions were held and all interested individuals
were given an opportunity to sign up for an interview. The interview panel consisted of the Fke
Chief, Assistant Fire Chief, and Human Resources Manager. Following interviews, applicants
were invited to participate in a seven-station agility test. Based on the results, the interview
panel recommended that membership with the Ramsey .Fire Department be offered to Steve
Engh, lim Grega, and Les Johnson. All appointments are contingent upon satisfactory results of
the criminal background checks, driving record checks, and required physical examinations.
Their appointments would be effective November of 2000 pending construction of the new
station.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City
Council authorize appointing Steve Engh, Jim Grega, and Les Johnson to the positions of Paid,
on-call fire fighter positions contingent upon satisfactory results of the criminal back~ound
checks, driving record checks, and required physical examinations.

Motion carried. The other half of Ms. Rybak's job as a Building
Inspector has never been replaced and is temporarily being covered by the current full-time
Building Inspector and full-time Building Official. From the perspective of the Fire Chief, the
City of Ramsey is behind in its fire code enforcement, thereby putting the safety of the
community and fire fighters at risk. The half-time fire code enforcement position would be
responsible for establishing and maintaining ongoing public'relationships with businesses and
the residential community. This position would work to educate the public, evaluate building
floor plans and sprinkler systems, evaluate and inspect the locations of hazardous materials, and
work with businesses to ensure they are Working within applicable fire codes. Staff requested
authorization to begin recruiting applicants for the building inspector/fire code enforcement
position. This full-time position would use the same compensation range as the Building
Inspector and would, therefore, start at $37,321. The half-time building inspector and half-time
fire code enforcement positions were budgeted for the entire year of 2000.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that City
Council authorize staff to begin recruiting for the Building Inspector/Fire Code Enforcement
position.

Personnel Committee/September 13, 2000

-Il-
