-10-

Ramsey Police Department, and those from the State and County as they pertain to the City of
Ramsey. Even with these changes, it is expected that the Office Supervisor would be a "working
manager" and continue to represent the Department to the public by accepting telephone calls
and helping walk-ins. With the increased duties, staff recommended a new compensation rzinge
with a starting step of $35,602 which is comparable to the Police Records Manager's
compensation near the top of its range. Similar Office Supervisor positions listed in the 2000
Stanton Survey start between $34,224 and $39,444:

Mayor Gamec stated that he felt having a confidential employee in the Police Department would
be a good situation.

Police Chief Gustafson stated that it has become apparent that the Department needs someone
that can do many of the things that Sergeant Dwyer has been doing since January.

Motion by Mayor Gamec, seconded by Councilmember Anderson, to recommend that the City
Council revise the Police Records Manager position to Office Supervisor with an annual starting
salary of $35,602.

Motion carded. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None.

Councilmember Hendriksen inquired as to what the salary implications would be.

Police Chief Gustafson replied that Ms. Stafford is presently two steps below the top of her
salary range which is similar to what the starting salary would be for the Office Supervisor.

Case #5: Authorize Recruiting an Office Supervisor for the Police Department

Human Resources Manager Heryla stated that 'on September 5, 2000, staff informed the City
Council that Arlene Stafford, Police Records Manager, had submitted her resignation effective
November 1, 2000. The previous case outlined the need to revise the Police Records Manager
position to be an Office Supervisor. Staff requested authorization to begin recruiting an Office
Supervisor for the Police Department to replace the position of Police Records Manager. In the
event Council does not approve the position change, then staff would request authorization to
replace the position of Police Records Manager as it currently exists.

Motion by Councilmember Anderson, seconded by Mayor Gamec,'to recommend-that City
Council auth°r/ze staff to begin recruiting an Office Supervisor for the Police Department to
replace the .position of Police Records Manager.

Motion carried. Voting Yes: Chairperson Anderson and Mayor Gamec. Voting No: None

Personnel Committee/September 13, 2000

I

I
I
I
I
i
I
I
i
I
I
I
I
