'. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Chairperson Anderson. Voting No: None. <br /> <br />Councilmember Zimmerman inquired as to how many maintenance workers have been hired and <br />then left the position. <br /> <br />Director of Public Works/Fire ChiefKapler replied that since he has been with the City there has <br />been a 44 percent turnover. Based on exit interviews the majority of the turn over has occurred <br />because of wages. <br /> <br />Case #4: <br /> <br />Consider Revising Police Records Manager Job Description to Create an <br />Office Supervisor Position <br /> <br />Human Resources Manager Heryla stated that on September 5, 2000, staff informed the City <br />Council that Arlene Stafford, Police Records Manager, had submitted her resignation effective <br />November 1, 2000. Following Ms. Stafford's resignation, the Police Chief indicated he would <br />like to take the opportunity to review the responsibilities of the Police Records Manager position <br />and review how a revised position might better suit the changing needs of the Department. <br />Based on his review, staff revised the position of Police Records .Manager to become a <br />supervisory, confidential position with the title of Office Supervisor.. In reviewing similar <br />positions from other departments, three major areas were identified where a revised position, <br />such as an Office Supervisor, would improve the operations of the Police Department: 1) <br />Supervision of Clerical Staff and Management of the Office: Currently Sergeant Dwyer <br />supervises the clerical staff and manages the needs of the office. Using the Sergeant in this <br />capacity does not utilize his skills as a patrol officer and takes him away from his primary duties <br />as Sergeant. An Office Supervisor would be more directly involved in the workt'low and record <br />keeping of the clerical staff and would be better able to manage the clerical staff and their <br />activities. 2) Confidential Secretary to Chief of Police and Police Personnel: Currently the <br />Police Records Manager position has not been classified as confidential nor-have the <br />corresponding job assignments. Any records, documents, or reports of a confidential nature have <br />been forwarded to the Deputy City Clerk. An Office Supervisor would be considered a <br />confidential employee and, therefore, would assist the Chief of Police and other Police <br />Personnel in the preparation of confidential materials. This proposed change would exclude the <br />position from the union. 3) Resource for Computers and Information Systems: Currently any <br />problems with computers, information systems, or office equipment are handled by one of the <br />Sergeants. Again, this responsibility fails to utilize the Sergeant's skills and takes him away <br />from his primary duties. An Office Supervisor would be expected to either have some of the <br />necessary skills to address cornputers and equipment complaints effectively or to work with the <br />contracted MIS staff to arrive at solutions. In addition, this proposed position would work with <br />the required software and utilize it to effectively manage the workflow and records of the <br /> <br />Personnel Committee/September 13, 2000 <br /> Page 3 of 7 <br /> <br />-9- <br /> <br /> <br />
