CASE #: <br /> <br /> REQUEST FOR FINAL PLAT APPROVAL OF A MINOR SUBDIVISION, <br /> SUNWOOD ESTATES; <br />CASE OF ANOKA COUNTY COMMUNITY ACTION PROGRAM (ACCAP) <br />By: Sylvia Frolik, Community Development Director. <br /> <br />Background: <br /> <br />Jeff Johnson of Anoka County Community Action Program (ACCAP) has applied for final plat <br />approval of a minor subdivision to plat property located west of State Highway #47 (St. Francis <br />Blvd.), east of Sunwood Drive and south of 149~ Avenue for a rental townhome project. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site Location Map <br />Proposed final plat <br />Draf[ Planning Commission meeting minutes dated November 6, 2000 <br />City Staff' Review Letter dated November 21, 2000 <br />Proposed resolution for final plat approval <br />Proposed development agreement <br /> <br />Notification: <br /> <br />No public hearings are required for minor subdivisions (platting of 3 lots or less with no public <br />road construction). However, the Applicant is also requesting that a portion of the property be <br />rezoned from R-1 Single Family to R-3 Multifamily Residential. State Law requires a public <br />hearing for rezoning requests and therefore, the neighboring property owners have been.notified <br />of the pending development. <br /> <br />Observations: <br /> <br />The property consists of approximately 11.31 acres and is proposed to be platted into 1 lot. for the <br />31' rental units and I outlot for the wetland. The lot containing the dwelling units is <br />approximately 4.2 acres in size. The City of Ramsey currently owns the property. Lot 1 would <br />be conveyed to ACCAP and the Planning Commission is recommending that the City retain <br />ownership of the wetland outlot. <br /> <br />The proposed plat will derive one access from Sunwood Drive and no direct access to Hwy. ~7. <br />The townhomes will be served by private streets; therefore, they are not dedicated on the final <br />plat. The private streets and emergency access to Sunwood Drive will be aligned within the <br />sewer and water easements. <br /> <br />-147- <br /> <br /> <br />
