-148- <br /> <br />The standard drainage and utility easements have been dedicated around the perimeter of Lot 1 <br />and in accordance with City policy, the wetland is also encumbered by a drainage and utility <br />easement. <br /> <br />Grading and drainage will be addressed in detail as part of the site plan pro. cess. <br /> <br />The Planning Commission reviewed the sketch plan on November 6 and recommended that the <br />City retain ownership of the wetland outlot. <br /> <br />The Park Commission met on November 9 to review the plat and recommended that park <br />dedication consist of a cash payment. The developer is also obligated to the standard trail- <br />development fee of $300 per unit. Related to the 'site plan, the Park Commission also <br />recommended that there be a sidewalk constructed parallel to the east/west street entering the plat <br />from Sunwood Drive to its intersection with the north/south private street. The sidewalk should <br />then convert to a crosswalk across the north/south street to link' the sidewalk to the playground <br />area. The Park Commission reserved the right to review the size and design of the playground <br />area when it is constructed and suggested that the developer accept responsibility for perpetual <br />maintenance of it.
