PC CASE # ~
AUTHORIZE THE CITY'S PARTICIPATION I~ THE
WORKS EXPERIENCE PROGRAM THROUGH THE CHII,DREN,
FAMILIES AND LEARNING PROGRAM FOR HIGH SCHOOL STUDENTS
Kim Moore-Sykes, Assistant City Administrator

Background: The Assistant City Administrator was contacted by Ms. Pat Dowdell, a licensed
vocational coordinator with the School District, .regarding a Senior high school student, Karen
Mercader, who is very interested in working with the City of Ramsey as a student intern. Ms.
Mercader worked other students and the Parks Superintendent, Mark Boos, this past fall on the
tree-planting project for River's Bend Park and as a result of that experience, Ms. Mercader is
interested in pursuing a career in the public sectc;r. She contacted Ms. Dowdell to assist her in
securing an internship with a city, preferably the City of Ramsey.

Observations: Ms. Mercader is currently participating in the Works Experience Vocational
program, which is sponsored by the Minnesota Department of Children, Families and Learning
and is funded by federal funds. She is also a senior at Anoka High School 'and will-be graduating
in June. If the City Council approves the internship, Ms. Mercader would be available to work
with the City for about three hours a day and as her school schedule allows. The internship
would last for six months and the City would be reimbursed approximately $500 for her salary.
If the City agrees to participate, the City would be required to pay Ms. Mercader minimum wage.

In talking with the Department Heads, several indicated that they would be able to utilize Ms.
Mercader's assistance with many different tasks: assist Community Development with some of
their projects; the Fire Department could use assistance with filing; and Administrative Services
could use her help with filing as well and some help with the answering of phones. This is also a
great opportunity for the City to assist a young person in gaining useful vocational experience
that will help her make specific career choices.

Ms. Pat Dowdell, Licensed Vocational Coordinator, will be at the Council meeting and available
for questions that the Council may have.

Staff Recommendation:
Based on Council discussion.

Committee Action:
Based on Council discussion.

Reviewed by:
City Administrator

Copies also Distributed to:
Community Development Director.
Human Resources Manager

FC: 11/28/2000

Shared/Agenda Council Commission/Personnel/2000/Nov

-253-
