-100- COUNCIL BUSINESS Case #1: Request fox- Amendment of Conditional Use Permit for Green Valley Greenhouse; Case of Wayne Davis Community Development Director Frolik stated that in 1'977, Wayne Davis established the Green ValleY Greenhouse on his homestead at 6530 Green Valley Road. In 1990, Mr. Davis detmqnined that an expansion of his warehouse would be necessary. The subject property is zoned R-1 Rural Residential and agriculture is a pe~Tnitted use in that zone. However, the City Code definition of agriculture uses includes flower nurseries, but without buildings. Therefore, Mr. Davis's operation was determined non-conforming and it was necessary for the City to issue a conditional use permit to allow the expansion of the warehouse. That permit stated that any future expansions or additions of permanent structures to the facility would require alnendments to the conditional use pe~Tnit. On October t3, 2000, the City received an application fi'om Mr. Wayne Davis for an amendment to his conditional use permit to add a 528 square foot structure to the site in which to house the boiler for the greelfl~ouse heating system. The proposed structm'e will be sited between some existing greenhouses and will be hardly visible from the public road. The exterior walls and roof are proposed to consist of a rigid polycarbonate material like the sm'rounding greenhouses. The addition of the structure to the property will not violate the 35% lot coverage restriction. The expanded use will not require any additional site pavernent or landscaping. The Plam~ing Commission met on November 6, 2000, and conducted a public hearing. There was no written or verbal comments submitted to the Co~runission. The Plmming Commission recommended approval of the conditional use permit anaendrnent. Case #2: Request for a Conditional Use Permit for a Home Occupation; Case of Cathleen Artman Commtmity Development Director Frolik stated that on October 11, 2000 the City received an application from Cathleen Artman for a conditional use permit to establish a massage therapy service in her home.
