Cathleen Artman is proposing to establish a massage therapy, business in her home. <br />Cathleen is a certified and insured massage therapist who will be the sole employee and expects <br />to service a maximum of five clients per week. She is requesting to service clients Monday - <br />Saturday with operation hours of 9:00 a.m. to 9:00 p.m. Cathleen would mainly be servicing <br />fi'lends, family, and neighbors. Mrs. Artman does not intend to advertise her business or take in <br />any clients that she does not lcnow on a personal basis. City Code restricts home occupations to <br />20% of tile gross floor area of the home. The roorn where the home occupation will be <br />established is 144 square feet (12 x 12), which equates to approximately .04% of the gross floor <br />area. The City has issued Conditional Use Permits for home occupations in the past. City staff <br />recommended approval of Cathleen Artman's request for a conditional use permit to operate a <br />massage therapy service in her home. The Planning Commission reviewed the conditional use <br />permit reqnest at their regular meeting on November 6, 2000. A resident expressed concern <br />during the public hearing as to whether or not signage of the business and Parking along the <br />street would be perlnitted. The proposed conditional use permit prohibits any interior or exterior <br />signage of the proposed business and off-street parking rnust be proved by the applicant. The <br />Planning Commission recommended approval of Cathleen Artman's request for a conditional use <br />pern~it to operate a message therapy service in' her home. <br /> <br />Councihnember Aa~derson inquired if the applicant would be agreeable to including in the <br />conditional use perrnit that if she were to no longer live on the property the conditional use <br />permit would tem-finate. <br /> <br />Cathleen Artman, 14651 Neon Street NW, Ramsey, replied that she would agree to those tem-~s. <br /> <br />City Attorney Goodrich stated that as long as the applicant is agreeable to those terms then it can <br />be placed in the conditional use permit. <br /> <br />Motion by Councihnember Zimrnerman, seconded by Councilmember connolly, to adopt <br />Resolution #00-11-306 adopting Findings of Fact #0539 relating to Cathleen Artrnan's request <br />for a conditional use permit for a message therapy service in her home. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councillnembers Zimmennan, Cormolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Motion by' Councilmember Connolly, seconded by Councilmember Zirnrnennan, to approve <br />Mrs. Artman's request fora conditional use permit for a home occupation located at 14651 Neon <br />Street with the additional wording to condition #2 "...however the applicant has agreed that the <br />pen-nit will expire upon ceasing the use of the property for prirnary residence.", based on the <br />findings of fact and adopting Resolution #00-11-307 declaring ten'ns of same. <br /> <br />Motion can-led. Voting Yes: Mayor Gamec, Councilmembers Connolly; Zimmem-mn, <br />Anderson, and Hendriksen.
