-228-

with B-6/12 concrete curbing. City Code requires a minimum of twenty-six (2(;) parking
spaces for the facility and thirty-three (33) are proposed.

City Code specifies that exterior wall finishes shall consist of natural or prefabricated
brick or stone or pre-cast concrete panels or some other material approved by City
Council. The building'exteriors are proposed to be a combination of brick and integrally
treated rock faced concrete masonry units, stucco and Spectra-Glaze II Block. The
proposed materials comply with City Code.

An eight (8) foot bituminous pedestrian trail will be construCted parallel to State Highway
#47 and a five foot concrete walkway currentlY exists along Xkimo Street.

The Landscaping Plan is generally acceptable provided that a few of the proposed
plantings on the site are revised to include an approved species suitable to Ramsey soils.
The Parks and Utilities Supervisor is recommending that the Applicant provide plantings
to the east of the eight foot bituminous trail located parallel to Highway #47. Since the
eight-foot trail will be located in the Highway #47 right-of-way, the ApPlicant will need
to obtain MnDot's approval to establish plantings and work in their right-of-way.

The site will derive two (2) access points from Xkimo Street.

Minnesota Department of Transportation (MnDot) submitted a letter of comment in
regard to the proposed accesses and drainage on the subject property. MnDot is
suggesting that the access closest to Highway #47 be at least 300 feet from the
intersection. As an alternative, the City Engineer is requiring that the existing center
median along Xkimo Street will be extended to ensure that the access closest to Trunk
Highway #47 provides only ingress movement. The City Engineer is requesting that the
westerly curb of this proposed access be extended westerly in order to provide for a
greater buffer between pedestrians and vehicles.

The proposed grading and drainage plans are subject to review and approval of the Lower
Rum River Water Management Organization and from MnDot. The applicant is also
responsible for obtaining any 9ther permi.~ts...r~quired by other regulatory agencies.

The Board of Adjustment met on December 5, 2000 to review a variance request by
Lyndale Terminal Company to the landscape requirement along public roads. The Board
granted a variance to the landscape requirement along Highway #47 for the proposed site
plan for a Holiday gas station,

Previous to site plan review of Holiday Acres on December 5, 2000, the Planning
Commission reviewed the Applicant's request to rezone the property from B-1 to B-2
business to facilitate gas sales. The Planning Commission recommended that the City
Council deny the rezoning request.

I
I
I

I
I
I

I
