-246-

Review Letter: Holiday Acres
December t, 2000
Page 3 of'3

Waste Storage: City Code requires that all solid waste and refuse receptacles shall be stored
within a completely screened structure or container. The site plan identifies an enclosed waste
storage area .... .

Off-Street Parking - Design: In accordance with City Code, all driveways, off-street parking
and maneuvering areas are proposed to be surfaced with concrete and finished with B-6/12
concrete curbing.

Off-Street Parking - Spaces Required: City Code requires one (1) parking space for every 200
square feet of retail space. In this case, the number of parking spaces required would be 26. The
site plan identifies 33 off-street parking spaces with one stall designated for handicap parking.

Lighting: Wall pack units are being proposed. A shop draWing will .need to be submitted to
determine compliance with the City's commercial lighting policy.

Drainage and Grading: It is proposed that the site will be graded relatively fiat between the
elevations of 860 - 861.5. Four catch basins are proposed to be placed on the east and west sides
of the site with drainage conveyed through a private storm sewer to the northeastern corner of the
property. From the site, the drainage is conveyed through an 18 inch pipe to the southwest
comer of Xkimo Street and 143ra Ave. and into to an existing catch basin. From this catch basin,
flow is transmitted across Xkimo Street through a I2 inch pipe into a 30 inch storm sewer which
ultimately discharges into a pond located in Rivers Bend Park and then into the Rum River.

Upon review of the design information for the construction of Xkimo Street, this storm sewer
was designed to handle runoff from the commercial lots east of Xkimo Street when developed to
60% impervious area coverage. The subject lot is 78% impervious. Although the storm sewer in
Xkimo Street is adequate to handle the runoff from the subject development; future
developments south of the subject lot maY need to limit the percentage of impervious lot
coverage, or may need to include ponding to avoid exceeding the capacity Of the 30 inch storm
sewer in Xkimo Street. The existing 12 inch storm sewer conveying stormwater from the west
side to the east side of Xk-imo Street and into the 30 inch storm sewer is inadequate to handle the
flow and should be replaced with a minimum 18 inch storm sewer.

This project will also require a permit from the Lower Rum River Water Management
Organization. The volume of the sedimentation pond Will need to be reviewed for adequacy.
The City will supply record drawings within its possession to facilitate that review.

Access: The site plan is proposing two accesses onto Xkimo Street NW and two access points
with the undeveloped property to its immediate south. There are no accesses proposed along
Trunk Highway #47, The access closest to Trunk Highway #47 is skewed approximately 45
degrees from perpendicular to accommodate right turning vehicles coming of~ of Trunk Highway
#47. This access is designed to allow vehicles to enter the development at the same approximate
speed as traffic continuing along Xkimo Street, which should reduce the potential for rear end

I
I
I'
I
I
I
I
I
I
I
I
I,
I
I
I
I
I
I
I
