Norman, City Administrator <br /> <br />Background: <br /> <br />The Quad Cities Cable Communications Commission has completed their work on a formal <br />ordinance, which will renew the franchise with AT&T Broadband to serve the City of Ramsey. <br />This ordinance is in response to the Commission's December 20, '1999 Request for Renewal <br />Proposal, issued on behalf of Andover, An~oka, Champlin, and Ramsey. <br /> <br />This renewed franchise ordinance will selwe our member cities, upgrade our cable <br />communications system to 870 MHz capacity, expand channel Offerings, deploy 2-way high <br />speed cable modem service, reinvigorate the Institutional Network and enhance support for the <br />community based and managed public, educational and government (PEG) access progrmrnning <br />enterprise-QCTV, all in a mariner responsive to the community needs as assessed by the Cable <br />Commission. <br /> <br />The franchise Ordinance itself is a document with exhibits 'that is over 60 pages. A smmnary of <br />the terms and conditions of the document has been prepared for City Council's review and is <br />attached to this case. The full document is available upon Council request. Terry O'Connell, the <br />Quad Cities Cable Communications Commission Franchise Administrator, will be available <br />during this meeting of December 12, 2000. <br /> <br />Recommendation: <br /> <br />The Quad Cities Cable Communications Commission has gone through a significant amount of <br />work to bring about this agreement. Councilmembers Hendriksen and Connolly serve on the <br />Commission and have worked closely with the development of the terms and conditions in the <br />document.
