AT&T is responsible for Providing all electronics and materials necessary, <br />route PEG access signals and institutional network signals, free of charge. <br /> <br />CABLE SYSTEM DESIGN <br /> <br />The upper frequency limit of'the existing cable system in the Quad Cities franckise <br />area will be increased from 450 i'vL,Hz to 870 MHz. This will provide AT&T with <br />additional bandwidth it can use to deliver additional channels of programming (both <br />analog and distal) and other services. <br /> <br />AT&T's upgraded system will use a hybr/d fiber-coax/al design. Several fibers will <br />run from a "hub" located in the four-city franchise area to each node. System nodes <br />will serve an average of around 350 homes. No more than four active components <br />(e.g., amplifiers) will be used down line from any node. From each node, coaxial <br />cable will run to subscribers' homes. This particular network architecture should <br />improve system reliability and picture quality. <br /> <br />AT&T will activate the bandwidth from 5 MJ-Iz to 40 1M~z for upstream (subscriber <br />to headend) transmissions. In other words, the cable system will be bi-directional. <br />This feature will allow AT&T to offer interactive services, such as high-speed <br />Internet access. <br /> <br />System reliability will be ensured by standby power supplies, located throughout the <br />cable system. All power supply locations will be remotely monitored for problems. <br />Motorized generators, not susceptible to commercial power failures, will supply <br />back-up power at the master headend and hub. <br /> <br />The cable system will use automatic audio-leveling equipment to correct any volume <br />disparity between analog channels, except over-the-air broadcast stations and <br />channels that are locally processed at the hub serving the member cities. <br /> <br />The upgraded cable system will initially have a m/n/mum analog channel capacity of <br />at least 78 channels. Additional bandwidth will be available to provide hundreds of <br />digitaI channels and other services, as they are developed. <br /> <br />· AT&T will provide authorized city representatives with the ability to remotely <br /> activate the emergency alert system. In the event of an emergency, this capability <br /> will permit the city to override the audio and video on ali channels on the cable <br /> system that may lawfully be overridden. <br /> <br />CONSTRUCTION SCHEDULE <br /> <br />AT&T must complete and activate the system upgrade (including the institutional <br />network) no later than December 31, 2002.
