-290- <br /> <br />IV. <br /> <br />INSTITUTIONAL NET'WORK <br /> <br />AT&T will upgrade the existing coaxial institutional network to a hybrid fiber- <br />coaxial network. The network will have no less than 54 activated channels (at least <br />23 upstream channels and at least 31 do;vnstream channels) in the SpectrUm from 5- <br />450 lv~z. <br /> <br />· Quality video signals will be guaranteed by the performance standards set forth in <br /> Exh./bit B to the renewal franchise ordinance. <br /> <br />The institutional network will be interconnected with the institutional networks <br />serving Coon Rapids, the North Metro Telecommunications Commission and the <br />Northwest Suburban Cable Communications Commission. <br /> <br />Six bidirectional fibers will be provided t° each I-Net node for the transmission of the <br />I-Net channels. Specified institutions will be connected to the I-Net via coaxial <br />cable, free of charge. Institutional networks will be responsible for furnishing their <br />own end-user equipment. AT&T, however, will supply 20 modulators to the cities <br />for use with the institutional network. <br /> <br />The Ramsey Fire Hall housing the City Council chambers will be connected to the <br />institutional net-work no later than December 31, 2002. This connection will be free <br />if at the time of the I-Net upgrade the Ramsey Fire Hall will continue to house the <br />Ramsey City Council chambers for a per/od of at least twelve more months. <br />However, if at the time of the 1-Net upgrade R. amsey's City Council chambers will <br />continue be housed in the Ramsey Fire Hail for less than twelve months, the <br />Commission, Ramsey or the I-Net user will reimburse AT&T for its actual cost of <br />installing the Ramsey F/re Hall I-Net connection in excess of the actual cost of the <br />f~rst 500 feet of construction from the existing institutional network. <br /> <br />Prior to the activation of the Ramsey Fire Hall institutiOnal network connection, <br />AT&T will provide Ramsey with the ability to transmit signals upstream on the <br />subscriber network fi-om its City Council chambers. <br /> <br />FREE SERVICES TO CERTAIN LOCATIONS/SUBSCRIBERS <br /> <br />Free cable system drops and outlets will be provided to locations designated in <br />Exhibit A to the franchise ordinance. These locations will also receive basic cable <br />service and the equipment needed to r~ceive such service, free'of charge.
