I I I I I i I I I APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR I.P. 00-26, COUNTY DITCH NO. 43 CLEANING By: Brian E. Olson, City Engineer CASE # Bfickground: As a condition of the permit that we received from the Department of Natural Resources for crossing Wetland 114P during the construction of Sunwood Drive between County Road 5 (Nowthen Boulevard) and County Road 57 (Sunfish Lake Boulevard) the City of Ramsey was required to build a 100 foot bridge and install a ditch block in · County Ditch No. 43. Improvement Project 00-26 consists of two phases. The frrst phase of the project is to maintain the ditch by excavating the deposited sediment from the ditch channel. The cleaning the ditch provides for positive flow through the wetland so as to eliminate the flooding of 153~d Avenue NW during periods when the storm sewer system has frozen. This phase of the project will not adversely affect the adjacent property owners, as it will serve to improve drainage. The ditch maintenance will not increase the rate of runoff .b..ut will increase the volume of water that is able to flow through the wetland. The second phase of the project is the construction of a ditch block. The Department of Natural Resources, as mitigation for the filling of Wetland 114P, introduced the requirement of this phase of the construction. This improvement woul,2 enhance the wetland by raising the water level in Wetland 114-P to a more "historically natural level" which would have existed prior to the county ditch being constructed. Prior to tlfis phase of the project, a flowage easement will be required of three adjacent properties. Since the cost of this improvement will be less than $100,000, state law requires that the bids be advertised for 10 days. Recommendation: To adopt the attached resolution Council Action: Motion to approve Resolution #00-12-XXX, approving the plans and specifications and authorizing the advertisement for bids for Improvement Project 00-26, County Ditch No. 43 Cleaning.
