I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO <br />ADVERTISE FOR BIDS FOR I.P. 00-26, COUNTY DITCH NO. 43 CLEANING <br />By: Brian E. Olson, City Engineer <br /> <br />CASE # <br /> <br /> Bfickground: <br /> <br /> As a condition of the permit that we received from the Department of Natural Resources for crossing Wetland 114P <br /> during the construction of Sunwood Drive between County Road 5 (Nowthen Boulevard) and County Road 57 <br /> (Sunfish Lake Boulevard) the City of Ramsey was required to build a 100 foot bridge and install a ditch block in <br />· County Ditch No. 43. <br /> <br />Improvement Project 00-26 consists of two phases. The frrst phase of the project is to maintain the ditch by <br />excavating the deposited sediment from the ditch channel. The cleaning the ditch provides for positive flow through <br />the wetland so as to eliminate the flooding of 153~d Avenue NW during periods when the storm sewer system has <br />frozen. This phase of the project will not adversely affect the adjacent property owners, as it will serve to improve <br />drainage. The ditch maintenance will not increase the rate of runoff .b..ut will increase the volume of water that is able <br />to flow through the wetland. <br /> <br />The second phase of the project is the construction of a ditch block. The Department of Natural Resources, as <br />mitigation for the filling of Wetland 114P, introduced the requirement of this phase of the construction. This <br />improvement woul,2 enhance the wetland by raising the water level in Wetland 114-P to a more "historically natural <br />level" which would have existed prior to the county ditch being constructed. Prior to tlfis phase of the project, a <br />flowage easement will be required of three adjacent properties. <br /> <br />Since the cost of this improvement will be less than $100,000, state law requires that the bids be advertised for 10 <br />days.
