ADOPT ORDINANCE TO ESTABLISH DENSITY TRANSITION STANDARDS <br />FOR NEW RESIDENTIAL DEVELOPMENT <br /> By: Community Development Director <br /> <br />Background: <br /> <br />On November 14, the City Council introduced an ordinance to establish density transition <br />standards between existing and new residential development. At the time of introduction, the <br />Council requested a work session to review and discuss the details of the ordinance prior to <br />placing the ordinance on a future Council agenda for adoption. <br /> <br />Observations: <br /> <br />At a work session on December 6, the. City Council reviewed the proposed density transition <br />ordinance. The consensus of the City Council was to amend the draft ordinance as follows and <br />place it on the December 12 agenda for consideration: <br /> <br />ao <br /> <br />do <br /> <br />add public parks and trails as possible substitutes for lot tiers or buffer areas; <br />provide examples or definition of "existing topographic features"; .......... <br />remove the language that would except commercial/industrial property rezoning <br />to some degree of residential use from the transitioning standards; <br />add language that will provide adjacent property owners the opportunity to waive <br />the requirement for density transitioning. <br /> <br />A copy of the 12/12/00 version of the draft ordinance is enclosed. <br /> <br />Recommendation: <br /> <br />In accordance with the City Charter, the ordinance is now eligible for adoption. <br /> <br />Council Action: <br /> <br />Motion to adopt Ordinance #00- <br /> <br />__ establishing density transition standards. <br /> <br />Review Checklist: <br />City Administrator <br />City Attorney <br />Loren Gordon/Hoisington Koegler Group <br /> <br />CC: 12/12/00 <br /> <br />-305- <br /> <br /> <br />
