CASE <br />APPROVA&, OF PLANS AND SPECIFICATIONS :-MND AUTHORIZATION TO <br />ADVERTISE FOR BIDS FOR I.P. 00-26, COUNTY DITCH NO. 43 CLE.,.UNING <br /> By: Brian E. Olson, City Engineer <br /> <br />BS, ckground: <br /> <br />As a condition of the permit that we received from the Department of Natural Resources for crossing Wetland 114P <br />during the construction of Sunwood Drive between County Road 5 (Nowthen Boulevard) and County Road 57 <br />(Sunfish Lake Boulevard) the City of Ramsey was required to build a 100 foot bridge and install a ditch block in <br />· County Ditch No. 43. <br /> <br />Improvement Project 00-26 consists of avo phases. The first phase of the project is to maintain the ditch by <br />excavating the deposited sediment from the ditch channel. The cleaning the ditch provides for positive flow through <br />the wetland so as 'to eliminate the flooding of 153'd Avenue NW during periods when the storm sewer system has <br />frozen· This phase of the project will not adversely affect the adjacent property owners., as it will serve t9 improve <br />drainage. The ditch maintenance will not increase the rate of runoffbut will increase the volume of water that is able <br />to flow through the wetland. <br /> <br />The second phase of the project is the construction of a ditch block. The Dep~ftment of Natural Resources, as <br />mitigation for the filling of Wetland l14P, introduced the requirement of tiffs phase of the construction. This <br />improvement woul,~ enhance the well/md by raising the water level in Wetland 114-P to a more "kistorically natural <br />level" which would have existed prior to the county ditch being constructed. Prior to tiffs phase of the project, a <br />flowage easement will be required of three adjacent properties. <br /> <br />Since the cost of this improvement will be less than $I00,000, state law requires that the bids be advertised for l0 <br /> <br />days· TNs requirement leads to following schedule: <br /> <br />Approval of Plans \ Authorize Ad for Bids <br />Receive and Open Bids <br />Award Bids <br />Start Construction <br />Complete Construction <br /> <br />December 12, 2000 <br />January 3, 2001 <br />lanuary 9, 2001 <br />January 15,2001 <br />.June 15, 2001 <br /> <br />The funding of tiffs project would come from the storm drainage utility. <br />R~eommendation: · <br /> <br />To adopt the attached resolution <br /> <br />Council Action: <br /> <br />Motion to approve Resolution #00-12-X_XX, approving the plans and specifications and author/zing ihe <br />advertisement for bids for Improvement Project 00-26, County Ditch No. 43 Cleaning. <br /> <br />Reviewed by: <br />City Adrainistrator <br />Director of Public Works <br />Finance Officer <br /> <br />CC: 12/lq/00 <br /> <br /> <br />
