17. That Irl and Carol Larsen of 14480 Bowers Drive N.W., the property owners adjacent to the <br /> Subject Property, were present at the public hearing to state their opposition to the variance <br /> being granted on the basis that the new home constructed would only be 20 feet away from <br /> the main living area of their home, and that the construction of a home between the two <br /> existing homes would be visually congested and in their opinion, adversely impact the value <br /> of all 3 lots (29, 30 and 31). <br /> <br />18. That the side yard setback in the Rural Residential District is 10 feet; therefore, a 20 foot <br /> separation between homes is not a substandard condition. <br /> <br />19. That there are seven (7) other riparian lots on Bowers Drive with homes on them where the <br /> lot width on each ranges from 45 feet at the street to 130 feet wide at the river. <br /> <br />20. That letters of opposition to the variance request were received from Mr. And Mrs. David <br /> Trushenski of 14533 Bowers Drive N.W. and John and Joanne Jacobson of 14691 Bowers <br /> Drive No.W. <br /> <br />21. That statements of opposition to the variance were received at the public heating from Alan <br /> Pearson of 8846 Hwy. #10 N.W., Bryan Olson of 14513 Bowers Drive N.W., John Jacobson <br /> of 14691 Bowers Drive N.W., Alan Pendleton of 14523 Bowers Drive N.W. and John <br /> Mueller, 14650 Bowers Drive N.W. <br /> <br />22. That if granted, the variance will/will not allow any use which is neither a permitted nor a <br /> conditional use in the land use district in which the Subject Property is located. <br /> <br />23. That if granted, the variance is/is not contrary to the purpose and intent of Section 9.21.07 of <br /> the Ramsey City Code. <br /> <br />24. That if granted, the variance will/will not alter the essential character of the area. <br /> <br />25. That if granted, the variance will/will not adversely impact the degree of public health, safety <br /> and general welfare provided for in the Ramsey City Code <br /> <br />26. That if granted, the variance will/will not unreasonably increase the congestion in the public <br /> street. <br /> <br />27. That if granted, the variance will/will not unreasonably diminish established property values <br /> within the neighborhood. <br /> <br />28. That if granted, the variance will/will not grant the Applicant any special privilege that is <br /> denied to other owners of land in the same district. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Board Member <br /> and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> <br />
