Stat. § 645.02, subd. 3. <br /> <br />i]ANDBOOK FOR MINNESOTA CII'IF_~ <br /> <br />By erdinance, the city council may delegate all or part of the <br />clerk's bookkeeping duties to another officer or employee. The <br />person responsible for these duties; must be bonded. If the city <br />makes the treasurer responsible for all bookkeeping functions, <br />the city must audit its financial records. Copies of the <br />ordinance delegating the bookkeeping-functions must go to the <br />state auditor. <br /> <br />Filing official documents <br /> <br />It is the duty of the clerk to accept and keep on file the <br />following official documents: <br /> <br />· The oath and bond of each city official (except the <br /> assessor); <br /> <br />Claims against the city; <br /> <br />The treasurer's year-end statement; <br /> <br />· Any state auditor's reports on city affairs which the clerk <br /> may receive; <br /> <br />Proclamations stating that rabies exist in the city, and seeing <br />that such a proclamation is published in a legal newspaper <br />or, if there is no legal newspaper in the city, posting a copy <br />in three public places (Publication is at the city's expense.); <br /> <br />· Tax settlement receipts from the county treasurer; and, <br /> <br />Receipts which court officers obtain from the treasurer for <br />payment of frees into the treasury. <br /> <br />The clerk, even though no longer the local registrar of vital <br />statistics, should keep the records the city accumulated during <br />the years when the clerk performed this duty. The clerk should <br />answer inquiries concerning the records. Beyond this; the clerk <br />has no further duties. <br /> <br />The clerk is entitled to receive a fee for preparing certified <br />copies of official documentJ, and for filing and entering papers <br />not related to city business. The council may require the clerk <br />to pay such fees into the city treasury. <br /> <br />Certification <br /> <br />The clerk should certify the following information and attest to <br />their validity: <br /> <br />· Local approval of special laws pertaining to the city; <br /> <br />186 <br /> <br /> <br />
