Document Page 1 of 3 <br /> <br />Minnetonka Code of Ordinances <br /> <br />Jfomc Rule Charter'~dministration of'C/tv Affairs Chh 6.03. :Departments of Achninistration. <br /> <br />Departments of Admin <br /> <br /> Upon approval of the council, the city man~s, divisions, and <br /> bureaus for the administration of the city's business and may alter their powers and <br /> <br /> The city clerk and city treasurer shall be under the direction and control of the city <br /> manager. The clerk shall be responsible for the keeping of official city records, and the <br /> treasurer shall be responsible for the disbursement of public funds. In addition, the clerk <br /> and tre.a.surer shall have other powers and duties imposed by state law, this charter, and // <br /> ~inance. <br /> <br />Section 6.05. Purchasing Authority. <br /> <br />The city manager shall be the chief purchasing agent of the city and may make purchases <br />and contracts for the city when the amount does not exceed $25,000. In addition, the <br />city manager may make purchases and contracts exceeding $25,000 if the item is <br />identified in the approved city budget, the amount is no greater than the budgeted <br />amount, the item is purchased through a cooperative purchasing agreement with another <br />governmental agency, and the council is notified of the purchase within a reasonable <br />time. All other purchases and contracts may be made only by the council after receiving <br />the city manager's recommendation. <br /> <br />Section 6.06. Competitive Contracts. <br /> <br />When the estimated amount of a contract for the purchase of supplies, materials or <br />equipment, or for any kind of construction work is greater than $10,000 but does not <br />exceed $25,000, or any higher amount required by state law for sealed bids, at least two <br />written quotations shall be obtained when possible before purchase. When the estimated <br />amount of such a contract is greater than $25,000 or any higher amount required by state <br />law for sealed bids, the contract shall be let only to the lowest responsible bidder after <br />soliciting sealed bids. Unless the council provides otherwise by emergency ordinance, <br />the city manager shall advertise for such bids by published notice in the official <br />newspaper at least one week in advance of the date bids are due. The council may, <br />however, reject any and all bids. Nothing contained in this section shall prevent the <br />council from approving by a 5/7the vote contracts which might otherwise be considered <br />non-competitive because they involve unique or patented processes or items.
