Appointment and Duties. <br /> <br /> The city clerk may appoint one or more deputy city clerks, and the deputy city clerks are <br />",,__..allk~rized to perform all of the duties of the city clerk in the absence of the city clerk. <br /> <br /> SECTION 205. PERSONNEL. <br /> <br />205.005. Appointments. <br /> <br />1. Procedure. The city manager is responsible for hiring city employees, except as <br />othe~wvise provided by state law, city charter or ordinance. Each appointment must be <br />based on merit and qualifications for the position as determined by the city manager. <br />2. Relationship to Other City Personnel. A person must not be appointed as a city <br />employee who is the child, child-in-law, step-child, parent, parent-in-law, sibling, <br />sibling-in-law, grandparent, grandchild, aunt, uncle, niece, or nephew of an elected <br />official, a city employee, or an appointed city official if the employment relates to the <br />subject matter of the appointed official's responsibilities. A spouse of an elected city <br />official, a city employee, or appointed city official must not be appointed as a city <br />employee if the other spouse has the authority to appoint, supervise, evaluate, or <br />discipline the position, or if one holds or will hold a position that is classified as <br />confidential. <br /> <br />205.010. Holidays. <br /> <br />The following will be the official holidays for the city, and official business must not be <br />conducted on them: New Years Day, January 1; Martin Luther King's Birthday, the third <br />Monday in January; President's Day, the third Monday in February; Memorial Day, the <br />last Monday in May; Independence Day, July 4; Labor Day, the first Monday in <br />September; Veterans Day, November 11; Thanksgiving Day, the fourth Thursday in <br />November; the Friday after Thanksgiving Day; and Christmas Day, December 25. The <br />holidays that fall on a Saturday will be observed the preceding Friday.
