City of Ramsey <br /> Job Description <br />City Clerk/Executive Secretary <br /> <br />Title: <br /> <br />City Clerk/Executive Secretary <br /> <br />Department: <br /> <br />Accountable to: <br /> <br />Administration <br /> <br />Assistant City Administrator; City Administrator <br /> <br />FLSA Status: <br /> <br />POSITION OBJECTIVE <br />This is a highly responsible and varied position with the City and requires the performance of the associated duties <br />with sound judgement based on knowledge gained through extensive experience in administrative procedures and <br />responsibilities. Work is generally performed with considerable independence, initiative and discretion. Creates <br />and maintains a positive image with all interactions with staff, residents and Council. <br /> <br />In addition, provides highly skilled clerical and secretarial support to the City Administrator and Assistant City <br />Administrator. <br /> <br />MAJOR AREAS OF ACCOUNTABILITY <br />Council: <br />Perform all duties of City Clerk pursuant to M.S. 412.151, including preparation, maintenance, filing and <br />publication of official records, documents, resolutions, ordinances, and City Charter. <br />· Attends special Council and Charter Commission meetings as needed and records minutes of such meetings. <br />· Prepares and distributes City Council directives ensuring timely follow-up. <br />· Oversees the organization and preparation of agendas for Council meetings. <br />· Administers oath of office to newly elected officials and commissioners. <br /> <br />· Maintains official records of Council's actions in approved form, such as resolutions, minute books, ordinance <br /> books, etc. <br />· Oversees the retention schedule of various City documents and provides assistance with the electronic storage <br /> and retrieval of City documents. <br />· Certifies various records and copies of Council minutes. <br />· Handles/coordinates all Council matters including communication, workshops, conferences, seminars, public <br /> relations, commission, etc. <br />· Works evenings and weekends for Council, commissions, elections, or other functions as assigned. <br /> <br />Administration: <br />Performs a wide variety of assignments as delegated by the Assistant City Administrator or the City Administrator <br />including preparation of City Council reports for presentation to Council or the general public. Keeps the City <br />Administrator and the Assistant City Administrator informed of all significant matters. <br />· Maintains custody of the official City seal and assures that documents are recorded as legally required. <br />· Maintains office files and confidential materials. <br />· Keeps records of all official notices and publications of the City. <br />· Assists with the maintenance of membership records of City's advisory commissions. <br />· Composes, publishes and posts legal notices as required. <br />· Assists in the composition, typing, and editing of written materials for correspondence and public information <br /> purposes, included but not limited to letters, memorandums, weekly update, cases, and reports. <br />· Administers City licensing function for various licenses including liquor, peddlers, transient merchants, <br /> cigarette, amusements, and charitable gambling. Maintains required licensing records and oversees the <br /> processing of new and renewal applications, in accordance with applicable City Code and/or State Statute. <br /> <br /> <br />
