CHAPTER 6 <br />ADMINISTRATION OF CITY AFFAIRS <br /> <br />Section 6.1. Administrative Responsibility. <br /> <br />The council, as a body, shall be responsible for the administration of the city. The council shall <br />appoint an administrative officer to assist in the administration of city affairs. For purposes of <br />reference in this charter, this administrative officer shall be referred to as the clerk-administrator. <br /> <br />Section 6.2. Administrative Organization. <br /> <br />6.2.1. <br /> <br />The council may by ordinance establish city departments, offices and agencies and prescribe <br />their functions. No power or duty conferred by this charter upon a particular office or agency <br />shall be transferred to any other. <br /> <br />6.2.2. <br /> <br />The city council shall by resolution hire or remove heads of departments, and such other future <br />officers and personnel as may be required to operate the city efficiently. The council shall <br />determine the qualifications thereof and prescribe the duties to be performed by each, except as <br />otherwise prescribed in this charter. <br /> <br />6.2.3. <br /> <br />The heads of departments and other officers designated by the council shall report in person to <br />the council and to the public at least once each quarter at a regularly scheduled council meeting. <br /> <br />Section 6.3. Duties of the Clcrk-Administrator. <br /> <br />The clcrk-administrator shall be the chief administrative officer for the council. The council <br />shall establish by resolution, the powers, duties and reporting requirements of the clerk- <br />administrator. <br /> <br />Section 6.4. Purchases and Contracts. <br /> <br />All purchases shall be made and all contracts let by the council. Contracts shall be made in <br />compliance with the uniform contracting law, and whenever competitive bids are required, the <br />contract shall be let to the lowest responsible bidder. All contracts, bonds and instruments of any <br />kind to which the city is a party shall be signed by the mayor and the clcrk-administrator on <br />behalf of thc city and shall be executed in the name of the city. The council may by ordinance <br />adopt further regulations for the making of bids and the letting of contracts. <br /> <br /> <br />
