<br />City Attorney Goodrich stated that section 3.2.2 needs to be eliminated. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to introduce the <br />ordinance deleting Section 3.2.2 of Chapter 3 of the Ramsey City Charter. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />Mayor Gamec requested that Staff appoint liaisons for each district. <br /> <br />Councilmember Hendriksen suggested that each council member to each take one precinct. <br /> <br />Mayor Gamec requested that a letter be sent to each precinct notifying them of their liaison. <br /> <br />Councilmember Hendriksen noted that the liaison would be used as a contact person, not for <br />liaison meetings. <br /> <br />Deputy City Clerk Thieling stated that if Council agrees, Staff will present a resolution at the <br />meeting of October 26,1999, proposing the boundary changes and precinct additions. Following <br />approval and presentations to the County and State, a Citywide mailing will be done to inform <br />the public of the precinct boundary changes. <br /> <br />Councilmember Anderson inquired if they considered a separate voting district for the residents <br />in the Elk River school district. <br /> <br />Deputy City Clerk Thieling replied that they will be in two different precincts due to certain <br />roads they have to follow. <br /> <br />Case #2: <br /> <br />Public Hearing - Authorizing a Tax Rate Increase for the 1999 Tax Levy <br />Collectible in 2000 <br /> <br />Mayor Gamcc closed the regular portion of the City Council meeting at 7:46 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:46. <br /> <br />Presentation <br /> <br />Finance Officer Lund stated that a provision in the 1999 Omnibus Tax Bill requires counties and <br />cities over 500 population to hold a public hearing and adopt a resolution before a "levy <br />certification tax rate" increase may be allowed. The public hearing is in addition to the Truth in <br /> <br />City CounciVOctober 12, 1999 <br />Page 7 of 28 <br /> <br />M~~ <br />
