<br />Taxation public hearing which will be held on December 6, 1999. The new state law requires <br />that an additional public hearing be held in the event that there is a tax rate increase from 1999 to <br />2000. Based on the calculations for the City of Ramsey, the City's tax rate will increase by 9.72 <br />percent, from 19.66 percent in 1999 to 21.57 percent in 2000. By imposing a levy certification <br />tax rate increase, the Council must adopt a resolution approving the tax rate increase, and file a <br />copy of the resolution with the County Auditor on or before October 20, 1999. <br /> <br />Citizen Input <br /> <br />None. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />The public hearing closed at 7:50 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular portion of the City Council meeting back to order at 7:50 p.m. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to adopt <br />Resolution #99-10-194 Adopting Authorization of Tax Rate Increase for the 1999 Tax Levy, <br />Collectible in 2000 and authorize Staff to file a copy of the adopted resolution with the County <br />Auditor. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #3: <br /> <br />Consider Zitco Site Plan Drainage Alternatives - Part A <br /> <br />Councilmember Connolly stated that her son is employed by Zitco and she will abstain from <br />discussion. <br /> <br />City Engineer Jankowski stated that at the September 28, 1999 Council meeting, two cases were <br />tabled pending the outcome of determining how the site would be drained. It was noted that <br />drainage improvements are essential" to the success of this development. One obvious <br />engineering solution to the issue of drainage would be to construct a storm sewer beneath the <br />railroad and discharge the collected run-off from this site into a regional storm water pond that <br />the City had constructed to accommodate the drainage of Business Park 95.
