<br />CASE #1 <br /> <br />I <br />Ii <br /> <br />2000-2004 PARKS CAPITAL IMPROVEMENTS PROGRAM (C.I.P.) <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On December 14, 1999, City Council's Finance Committee received the Commission's Five- <br />year C.I.P. request. There was discussion on each year and project of the plan in addition to a <br />sharing of ideas and philosophy on park development within Ramsey. <br /> <br />One question raised by City Council was if the 20,000 proposed to start the planning process for <br />Elmcrest Park (topographic mapping, survey work, etc.) may be better spent on soccer field <br />construction at Central Park "East". This, of course, would be contingent upon having <br />possession of the east 35 acres. When polled later on this question, Rich Quaal, President of <br />R Y AA, stated that additional soccer fields will be needed v~ry soon; however, his opinion is that <br />movement towards development of Elmcrest with emphasis on soccer may be preferable to an <br />additional soccer field at Central Park a bit sooner in time. <br /> <br />As indicated, the purpose of this case is to modify the Draft C.I.P. should it be desired before <br />City Council adopts the Parks 2000-2004 c.I.P. as part of the overall Capital Improvements Plan <br />for the City in January or February 2000. <br /> <br />Commission Action: <br /> <br />None required. <br /> <br />Reviewed by: <br /> <br />ParkslUtilities Supervisor <br /> <br />PR: 1/13/00 <br /> <br />1 <br />
