<br />Park Commissioner Droegemueller replied that the way the funds were allocated within the park <br />districts has been changed to 50 percent of the funds staying in the district and the other 50 <br />percent going into a general fund to be used in other park districts which allows for more <br />flexibility to take on more projects. <br /> <br />Councilmember Connolly inquired if the bleachers could be retrofitted rather than replaced. <br /> <br />Parks/Utilities Supervisor Boos replied yes, but noted additional concerns have been brought up <br />with retrofitted bleachers, If the City modifies the bleacher themselves, then the City would be <br />responsible. <br /> <br />Councilmember Zimmerman stated that he was under the impression that Elmcrest Park would <br />not be developed for several years. <br /> <br />Parks/Utilities Supervisor Boos replied that the engineering and planning of the park will take <br />some time to complete. <br /> <br />Councilmember Connolly stated that at one time it was requested that Council receive a <br />projection of active use of the parks and determine if the City is keeping up with need of the <br />City. She explained that she would like to know inventory of what is currently in place at the <br />parks and how it addresses the needs. <br /> <br />Parks/Utilities Supervisor Boos replied that the Park Commission met with the president of the <br />youth associations and they felt that the City was right on target as to what facilities were <br />available currently and what the City has included in future plans, <br /> <br />Commissioner Droegemueller stated that one of the reasons for beginning the process at <br />Elmcrest Park is because there is very little that would need to be done to get soccer fields <br />playable, and then further development could come years down the line, <br /> <br />Mayor Gamec suggested that they look into different options for purchasing the land in Central <br />Parle He inquired if it is possible to go through condemnation for park land. <br /> <br />City Administrator Norman replied yes, <br /> <br />Mayor Gamec suggested that appraisals be completed on the property in 2000. <br /> <br />Councilmember Hendriksen stated that he would like to see some document showing that the <br />City is going to be able to maintain all of the park facilities. <br /> <br />Parks/Utilities Supervisor Boos replied that he has taken the issue very seriously and is currently <br />working with Anoka on a maintenance plan. <br /> <br />Finance Committee/December 14, 1999 <br />Page 5 of6 <br /> <br />Q~~~'\ <br />I <br />
