eligible unless it is posing a safety or health hazard. Historically, there has always been 1 or 2
residents on the waiting list, but currently there are none. With some advertising of the program,
there is no doubt that applications will come in. Coon Rapids did not have anyone on the
waiting list last year; after advertising the program they received 25 applications. The County
cap per home for improvements is $20,000.00.

New Trail Construction

Unknown

Construction of handicap accessible trails are eligible for CDBG funds. Some possibilities for
trail construction would be from the seniors apartment building to Solstice Park on the east side
of Nowthen Blvd., or a trail link with the new library to be constructed on the east side of the
Rum River in Anoka. Staff will try to have some dollar figures available at the meeting on
January 25.

ACCAP Townhouse Project Landscaping

$20,000.00+

In conversations with staff at ACCAP, it has been learned that the Ramsey Resident Committee
working with ACCAP to develop an acceptable site plan for the development of the townhomes
is concerned with landscaping and screening the site from existing single family residential and
Hwy. #47. The ACCAP budget for landscaping and screening is limited and the resident
committee prefers utilizing berms and plant materials versus fencing. A contribution to the
landscape budget would likely be supported by the resident committee.

Recommendation:

There is no action recommended at this time. The purpose of this public hearing is to receive
comments and applications regarding possible CDBG projects. Staff will schedule Council
action to allocate the CDBG funds at the February 8 Council meeting.

Council Action:

If necessary, direct Staff to gather additional information or research other project options. No
other action is required at this time.

Review Checklist:
City Administrator
Finance Officer

CC: 01/25/00

2..I
