Project, the City of Ramsey must enter into.a lease purchase agreement with the EDA, whereas <br />the EDA will provide for the construction of Fire Station #2 which will be utilized by the City. <br />The City will ground lease the Fire Station #2 to the EDA pursuant to a ground lease agreement <br />executed by the City and the EDA will lease back the Fire Station #2 to the City, pursuant to the <br />lease. <br /> <br />Sharon Klumpp of Springsted is in attendance and also Briggs and Morgan Bond Attorney Mary <br />Ippel. <br /> <br />Councilmember Hendriksen inquired as to who will own the property when the bond is paid off. <br /> <br />Mary Ippei replied that when the bond is paid in full the City will own the property. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Anderson, to adopt <br />Resolution #99-11-211 authorizing the execution and delivery of a ground lease agreement, lease <br />agreement, and continuing disclosure agreement; and allocating small issuer rebate exception <br />authority. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #I: <br /> <br />Request for a Conditional Use Permit for a Private Dog Kennel to Maintain <br />More than Two Adult Dogs on a Pared; Case of Dennis and Bonita Cobey <br /> <br />Planning Consultant Scazlo stated that on October 18, 1999, the City received an application <br />from Dennis and Bonita Cobey for a private kennel conditional use permit to maintain a <br />maximum of four adult dogs on the property at 9340 Highway #10 N.W. The property is zoned <br />B~I Business but is subject to residential zoning regulations because the principal use of the <br />property is residential. The adjacent property to the east is State Wayside Park and the property <br />to the west and on the north side of Highway #10 is also zoned B-1 Business. The subject <br />property is approximately four acres in size. Dennis and Bonita Cobey currently have one <br />Mastiff, two Chows, and one Shit-zu. Because the property is so isolated and adjacent to <br />Wayside park they desire this number of dogs for protection and security purposes. The Council <br />granted the Cobey's a home occupational commercial permit for a cattery in May. However, <br />they have stated that they do not intend to conduct any commercial activities such as breeding, <br />selling, training, or boarding of dogs. <br /> <br />Dennis Cobey, 9340 Highway #10 N.W., Ramsey, noted that three of the dogs are outside and <br />one is inside.
