The property is zoned
B~I Business but is subject to residential zoning regulations because the principal use of the
property is residential. The adjacent property to the east is State Wayside Park and the property
to the west and on the north side of Highway #10 is also zoned B-1 Business. The subject
property is approximately four acres in size. Dennis and Bonita Cobey currently have one
Mastiff, two Chows, and one Shit-zu. Because the property is so isolated and adjacent to
Wayside park they desire this number of dogs for protection and security purposes. The Council
granted the Cobey's a home occupational commercial permit for a cattery in May. However,
they have stated that they do not intend to conduct any commercial activities such as breeding,
selling, training, or boarding of dogs.

Dennis Cobey, 9340 Highway #10 N.W., Ramsey, noted that three of the dogs are outside and
one is inside. He stated that they have no intention of breeding or raising dogs.

Motion by Councilmember Connotly, seconded by Councilmember Zimmerman, to adopt
Resolution #99-11-212 adopting Findings of Fact #0508 relating to Dennis and Bonita Cobey's
request for a conditional use permit for a private dog kennel for four adult dogs.

City Council/November 23, 1999

I
I
I
I
I
I
I
I
I
I

I
I
I
I
I
I
I
I
