Mayor Gamec recessed the regular City Council meeting at 9:20 p.m. <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 9:30 p.m. <br /> <br />Case #8: Report from Public Works Committee <br /> <br />1) Discuss Apple Ridge Grading with Affected Property Owners <br /> <br />Councilmember Zimmerman stated that the Public Works Committee invited four property <br />owners (Lots 1, 2, 9 and 10, Block 1, Apple Ridge) to the meeting. All four property owners <br />were represented at the meeting. These properties are those that would be affected by a revised <br />grading plan that may be implemented to correct the drainage as a result of the home on Lot 9 <br />being constructed two feet too low. The property owners were advised that any regrading which <br />would require construction outside the easement area would need to have the permission of the <br />property owner. The revised plan submitted by Orrin Thompson appears to require such grading. <br />The Public Works Committee assured the property owners that they would have an opportunity <br />to see the plan and comment prior to City approval of a revised plan. <br /> <br />City Engineer Jankowski noted that he completed his review of the revised plan and does have <br />some comments that need to be submitted back to Orrin Thompson Homes regarding issues that <br />are not acceptable to the City. <br /> <br />2) Introduce Storm Water Utility Ordinance <br /> <br />Motion by Councilmember Connolly, seconded by Mayor Gamec, to introduce the Storm Water <br />Utility Ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />3) Consider Additional Controls on Residential Home Building <br /> <br />Councilmember Zimmerman stated that the Public Works Committee considered two draft <br />policies which provide additional survey requirements on residential building at the point <br />foundations are being inspected and at the time final occupancy is granted. The Committee <br />directed Staff to further research what development controls local, similar-sized communities <br />have; particularly, communities that have both rural and urban residential development such as <br />Ramsey. There was concern that controls needed in urban areas may be inappropriate in rural <br />areas. <br /> <br />City Council/November 23, 1999 <br /> Page 17 of 25 <br /> <br /> <br />
